Abstract
Cooperation between knowledge-based institutions (KBI)–represented in Poland by universities and other higher education institutions and their subordinate units (i.e., faculties, colleges, and departments), research centers, scientific institutes, units of the Polish Academy of Sciences, and think tanks–in collaboration with enterprises has for many years been recognized as an important priority in the area of decision making and public institutions. Because of this cooperation, the economic truths of scientific and technical progress as well as resulting innovations act as a significant factor in the competitiveness of enterprises and, by implication, the international competitiveness of a country and dynamics of its economic development. The question of whether scientific discovery should primarily focus on business and, if so, to what extent, versus whether higher education should serve a higher purpose (e.g., teaching, shaping the attitudes of younger generations based on knowledge and universal values, developing scientific research from cognitive curiosity, and striving to build the achievements of civilization) is examined. In Poland, effective cooperation between KBI and business practices have been written into the country’s macroeconomic strategy. This economic structure is designed to break Poland out of the middle development trap by increasing innovation, technological progress, and greater international competitiveness.
