Abstract
The concept of the smart city has become a reality in the twenty-first century, with the implementation of the internet, artificial intelligence, and modern telecommunication technologies. This concept has been implemented and realized by metropolises worldwide in the past two decades, primarily thanks to generous European Union funding. In Poland, the success in the effective use of financial support for the modernization of urban settlements and the upgrading of the quality of their inhabitants’ lives is undeniable and visible in numerous aspects of cities’ everyday functioning. However, the significant positive changes made in urban planning and management, technological advancement of urban grids or public transport, and digitalization of local administration mask existing unresolved problems, particularly the issue of traffic congestion and bottlenecks. Creating a smart and livable environment requires a comprehensive approach that integrates all necessary components, including legislation for urban development, urbanization activities, and information and communication technology. In Poland, although many cities meet the necessary criteria to be considered smart cities, they face significant problems due to the lack of legislation, spatial plans, and road infrastructure. Improving public transportation, introducing eco-friendly and energy-efficient solutions, and implementing intelligent transport systems (ITS) are effective solutions to address these problems. Poland has made significant progress in improving public transportation, but still faces significant challenges due to the lack of proper legislation, spatial plans, and road infrastructure. ITS is an effective solution to link solving these problems to opportunities provided by digital advancements and high technologies in implementing intelligent transport systems.
