Environmental Safety Management on the Basis of Sustainable Development: Decision-Making Model for Technogenic Loads

Abstract

Effective management methods the environmental safety of natural and territorial complexes are an integral part of the toolkit of sustainable development. The environmental policy of the state and its implementation is directly related to environmental security, in particular, taking into account global economic, geopolitical, social and technological risks recognized by international and national experts. The authors of the paper improved and adapted the software and analytical method, which is the basis for the development of a model of decision-making in the case of technogenic impacts caused by formations of physical pollution. The proposed model makes it possible to select a priority complex solution from many proposed variations, the representativeness of which is confirmed by quantitative indicators of the weight of the global priority. The prerequisite for such an approach was the study of environmental factors of physical pollution formations, which were determined by three stages: determination of legislative and regulatory requirements, identification of environmental factors and analysis of their impact, and determination of sanitary and hygienic restrictions. The relevance of this model is justified by the urgent need for a complex multifactorial process of rebuilding Ukraine, taking into account the European Green Course and the priority of social, ecological and economic modernization of the regions of Ukraine affected by military aggression. Involvement of all interested parties in the process, use of the best available technologies and management methods were found to be the primary principles of such reconstruction.
