Risk Assessment of Green Reuse of Abandoned Industrial Buildings: A Case of Steel Mill in Xi’an City

Abstract

Green reuse of abandoned industrial buildings (GRAIBs) is one of the critical ways to promote sustainable urban renewal and reduce the urban heat island. In order to improve the effect of GRAIBs, this paper aims to consider the risk assessment of the whole process of GRAIBs. Firstly, a risk assessment index system for the GRAIBs was constructed on the basis of literature review, field research, and in-depth expert interviews. Then, the weight of each index is calculated by the analytic hierarchy process (AHP), and the risk assessment model of GRAIBs is established based on uncertainty measurement theory. Finally, taking a GRAIB project in Xi’an as an example, the rationality and feasibility of the proposed risk assessment index and risk assessment model for the GRAIBs are verified. This study helps stakeholders understand the risks of GRAIBs better, provides suggestions for projects to reduce risks, and also proposes ideas for promoting the successful implementation of GRAIBs.
