Zusammenfassung

Die der Ideen von Souveränität und Föderalismus sind eng miteinander verwoben und entwickelten sich in den verschiedenen Epochen des europäischen Modernisierungsprozesses der letzten 500 Jahre. In dieser Zeit wurden beide Konzepte mit Ideen des Republikanismus, Intergouvernementalismus, Nationalismus, Idealismus und Sozialismus kombiniert. Widersprüche führten jedoch zu einer Überbewertung der Souveränität, was die Schaffung einer europäischen Föderation schwierug machte. Die Überbetonung der Souveränität und des Nationalismus sowie das Fehlen internationaler oder europäischer Institutionen bereitete den Weg zu zwei Weltkriegen und der vollständigen Zerstörung des europäischen Staatensystems. Das Zusammenspiel von Souveränität und Föderalismus war daher nicht in der Lage, einen Weg zur europäischen Integration zu weisen; ein neuer Ansatz ist daher erforderlich.

    Monnet war seit 1941 Churchills Sondergesandter bei US-Präsident Roosevelt gewesen. Monnet war einer der Hauptvermittler des Land- und Pachtgesetzes, das dem Vereinigten Königreich und der Sowjetunion die notwendige Ausrüstung zur Bekämpfung der Nazi-Expansion lieferte.
