Climate Insecurity and Canadian Defence

Canadian Defence Policy in Theory and Practice, Volume 2

Abstract

This chapter outlines the connections between climate change, defence, and security in Canada. It first reviews the scholarship on security and the environment, including research examining climate change as an issue for Canadian national security and defence. It then examines how climate change has been incorporated into Canadian defence and security policy. These two sections emphasize that when included in defence and security analysis, climate change is generally framed as an issue foreign in nature and limited to the Arctic. The chapter then outlines how climate change affects three areas of Canadian security and defence: destabilizing the international security environment; more frequent domestic emergencies; and the need to ‘green’ national defence to reduce the environmental impact of the Canadian Armed Forces. It concludes by stressing the need for the CAF and other defence and security organs of the Canadian state to better prepare for a climate-disrupted future.
