Abstract

Considered an effective tool to modernize its public administration system and enhance its governing competencies, since the late 1970s, the Chinese government has been systematically integrating evaluation institutions and measures in its system of governance. There are mainly three types of evaluation activities in China, namely Performance Appraisal, Performance Management, and Performance Auditing. Scholars in economics, political science, and public administration have attributed China’s stunning economic development in the past 40 years to the three evaluation activities in China. In China, although evaluation activities are mainly internal government administrative activities, in recent years, “Third-party Evaluation”, activities carried out by non-government organizations such as universities, mass media, and NGOs, are emerging. With the progress of economic and social development, Chinese people are becoming more critical of government performance and beginning to request more information from the government. It is believed that more “Third-party Evaluation” will be carried out and evaluation activities by the government will be more open and transparent.
