Abstract

Croatia is very vulnerable to climate risks, but climate action is not yet recognised as a priority. Lack of capacity that goes beyond financial constraints tends to be underestimated in policy framework, which is fragmented. Raising awareness, capacity building and providing sufficient financing are necessary to implement climate action.
