Abstract

International cooperation on climate change in the last three decades has primarily been conducted through the multilateral climate change regime, that is, the United Nations Framework Convention on Climate Change (UNFCCC) and its attendant instruments such as the Paris Agreement and the Kyoto Protocol. But as the chapter argues, the shift in the global balance of power towards multipolarity, and the emergence of major economies especially in East Asia, has made multilateral cooperation more challenging. Instead, the great and major powers are establishing their spheres of influence, which include cooperation on climate change. The chapter argues that these spheres of influence present an important opportunity for African countries including on climate cooperation.
