Communication for All in the Twenty-First Century. Inequalities as Dilemmas in Latin America

Abstract

This chapter addresses the problem of systematic, deep, and persistent inequalities in Latin America with a meta-theoretical approach based on empirical-critical theories of communication and development. The history of development communication shows strengths in its research and action capabilities together with a thorough assessment of the ideas proposed in its wide, open, and dynamic field of knowledge, which includes the analytical capacity, the understanding ambition, and the normative perspective about the modes, media, and genres of social communication. Given the renewed sensitivity of the current public agenda in the face of social inequality, particularly concerned about reducing and eventually overcoming it, systematic, deep, and persistent inequalities are considered the main dilemma of development communication theory and practice in Latin America, the most unequal subcontinent of the twenty-first century.

From this reasoning: (1) the changes and continuities of development communication are recognized as key factors in the field of research and practice, (2) renewed critical approaches about inequality in different areas of the public agenda are summarized, (3) the extended reproduction of inequality in Latin America is thematized, and (4) some dilemmas that social class, income, well-being, ethnicity, gender, and territory inequalities pose for the future of development communication research and practice of a heterogeneous Latin American territory, which at present is more vulnerable as a result of the COVID-19 pandemic, are identified. This is an important debate as the current sanitary and social emergency highlights in an unprecedented way that development is a communication issue, and communication is a matter of development, as it is shown in our and other studies about the digital gaps and other info-communicational asymmetries in the rural areas of Argentina.
