Abstract
We must distinguish differences between standardization and regulations. Standardization responds to the objective of drawing up technical specifications (standards) that are used on a voluntary basis and with the aim of demonstrating the safety and reliability of certain products and activities—according to AENOR definition; regulations provide legal rules that regulate this activity. This in no way implies that a standard cannot be made legally binding, since means such as legislating in accordance with these standards or referring to them through existing legal provisions are enabled. In the following lines, we will compile the mandatory norms for building regeneration and the voluntary standards, highlighting the potential of renovation and of the comprehensive management of building renovation construction processes.
