Abstract

Accommodating refugees follows the rationale of providing essential services and commodities to people in acute need of shelter and protection. Common settings to host larger numbers of refugees are the camp and collective accommodation with camp-like features. Camp accommodation should be the option of last resort, and it should be temporary by nature. However, once camps are set up, there is a strong tendency to maintain them for reasons of better control and protection, or due to a lack of another form of accommodation. In this chapter, we briefly introduce types of refugee accommodation and then assess actual practices in EU countries, Australia, and their extended border zones. We demonstrate that accepted standards are often not met. Massive violations occur in extraterritorial facilities, sometimes invisible to the public, and known about only through the scrutiny of international organizations, NGOs, and the media.
