Building a Global Policy Knowledge Collective: The Catalogue of Policy Measures toward Sustainable Mobility

Abstract

How can countries achieve sustainable mobility? Which policies and investments should they consider accelerating progress toward the Sustainable Development Goals and meeting the Paris Climate targets? No simple answers were forthcoming. Countries were in search of structured policy guidance to alter their trajectory in transport. For that, they urgently needed a global repository of knowledge of available policy instruments. International organizations and private companies coalesced under the Sustainable Mobility for All umbrella and embarked on an intense crowdsourcing exercise in 2018—a process unique in the international transport community—to list all the policy measures and types of interventions that have been used by any country in the world to make progress on universal access, efficiency, safety, and green mobility, and build a unique and global repository of shared knowledge on policy instruments. The outcome of this effort is a Catalogue of Policy Measures toward Sustainable Mobility (CPM). The CPM is not a static repository of knowledge and expertise, but a dynamic one. This feature of the CPM is reflected in the addition of 12 policy measures with an explicit focus on resilience in the face of the COVID-19 pandemic in 2020—bringing the total number of measures to 194.

Annex 10.A: The Catalogue of Policy Measures Toward Sustainable Mobility

The catalogue below lists 194 policy instruments to achieve sustainable mobility, including twelve measures that were added to the original Catalogue of Policy Measures published in 2019 to address the COVID-19 pandemic on some facets of transport. The CPM provides a comprehensive policy framework to act on and engage with countries on how to achieve the Sustainable Development Goals (SDGs) (Table 10.A.1).
