Abstract
This chapter demonstrates that despite the obstacles described in the previous chapter, most international asylum norms have been integrated into Ukrainian law. However, domestic law- and policy makers influenced the way they were integrated. These state actors sped up or delayed the adoption, selecting and translating the norms as they went. They also chose to adopt them in a shallow or deep way. Shallow legislative adoption is understood as the process by which the most visible laws are harmonised with international norms, without adapting other relevant laws necessary for implementation. Norms clashing with objectives of restrictive migration control and cooperation with allied regimes were adopted selectively, in a shallow way, and later. Conversely, norms and instruments allowing for restrictive asylum policies were adopted more extensively, more deeply, and faster than the others.
