About the Fear of “the Other”: Contributions to Reflecting on Children’s Opinions of Safety from a Political Standpoint

Abstract

Focused on a political view, this chapter seeks to provide certain keys to initiate the reflection, from the perspective of South America, on the deepest roots of the problem of insecurity and the fears that it brings for children, considering the extent to which this distrust that they show towards the “unknown other” threating them in the streets results in undermining the essence of life in society: acting and living together. The fear of insecurity in the streets causes alarm about a political order which has demonstrated to be impotent in its mission to guarantee security and which, at the same time, seems to be brewing the fragility of its own future. The fears that children externalize show their difficulty to be part of and expand their living spaces, inhabiting a public environment that becomes threatening and that “pushes” them, together with their families, to search for shelter and for interpersonal exchange in closed or intimate settings. The threat that children encounter in what can be called the community of the public sphere—which is associated with the streets or the park—is opposed to bounded communities, such as the club, the school or the family group, which are usually described by children as small safe containment spaces. This chapter arises as a reflection derived from the research project developed by the CICS-UP of the University of Palermo, Argentina, in relation to children’s opinions of safety as one significant aspect of their lives.

    This word refers to the crime consisting of breaking into a house, stealing, intimidating and/or taking their inhabitants as hostages in case they found themselves inside or in the vicinity of the dwelling.

    The “glass-cleaners” in Buenos Aires are those people who, as they are in a situation of socio-economic precariousness, voluntarily offer their service to clean the windshields of the automobiles in the street in exchange for voluntary remuneration from motorists. The practice, close to a type of begging, has spread in recent decades and many times it is performed without authorization from the owner of the car, when the vehicle stops at a traffic light, generating tense violent situations.
