Abstract

This chapter attempts to read and understand the global roadmap of health security and implementation of health aspects of the Sendai Framework through the lens of disaster nursing, to interpret an effective approach to achieve the sustainable development goals. Discussions on how best to pursue the Sendai Framework in the health field have led to the creation of a health framework. In 2016, the year after the Sendai Framework was adopted, the “Bangkok Principles for the Implementation of the Health Aspects of the Sendai Framework for Disaster Risk Reduction (2016)” was compiled primarily by experts in the health sector. Among the steps advocated were incorporating health/medical concerns into disaster risk reduction (DRR) policies/plans and DRR initiatives into health/medical policies, developing disaster-resilient health/medical systems, investing in health/medical infrastructure, strengthening capabilities, organizing and using health data, and promoting science and technology. In order to implement these concepts in society, it is necessary to understand the vulnerability, public health needs, and policies of local communities from the perspective of various health crises and DRR, and it is also necessary to fully understand and use the existing population-centered public health activities, such as universal health coverage and comprehensive primary health care. Local nurses are ideal advocates for group action related to DRR and health and can play a role in public education and awareness through the timely mutual exchange of information, advice, and opinions among professionals, community leaders, officials, and those most at risk. More innovative, interdisciplinary, human-centered, and participatory research can foster critical trust, change people’s perceptions of risk and risk-reducing behaviors, and inform prevention. With regard to these things, analyzing the parameters related to nursing and disseminating the results and information from this analysis are urgent tasks.
