Abstract
This chapter is the first of two that represent the book’s empirical contribution, where my arguments are put to the test. The period from early 2017 to early 2021 in many ways serves as an ideal test case of the theory of great-power persistence. After the United States had followed a grand strategy of global engagement for some seven decades, U.S. voters elected a self-declared Leaver—Donald Trump—as president of a country whose power was in relative decline. The chapter presents, discusses the weaknesses of, and analyzes the official data on active-duty U.S. troops, which the Pentagon publishes on a quarterly basis. Here, I identify the broader patterns that emerge. I first analyze trends from the immediate post-Cold War period until today, before I start focusing exclusively on developments in the Trump era. The chapter exhibits both global and regional patterns.
