Factor Affecting Environmental Enforcement Effectiveness: A Critical Review

Abstract

The study aims to review the existing challenges and shortcoming of environmental compliance and enforcement systems and identify the factors hindering their effectiveness. Various factors were identified from the literature that hinder the effectiveness of environmental compliance and enforcement systems. The weak institutional capacity and commitment, lack of clear authority, inadequate collaboration and coordination including civic engagement, weakened understanding of environmental laws and regulations. Some of the previously identified factors affecting the effectives of environmental compliance and enforcement systems were either incorporated in the 5 discussed issues or excluded from the discussion.
