Abstract
This chapter examines the policy considerations undertaken in developing the Domestic Violence Disclosure Scheme in England and Wales, from conceptual development, to piloting in 2012 onwards, and to national roll-out in 2014. This chapter also looks to the relationship between the press and the Scheme, as well as the issue of costs of operating ‘Clare’s Law’. This chapter also gives an institutional account for the spread of DADS policies, and posits the relevance of the ‘right to rehabilitation’ in this public policy space.
