Invisibilization of the Afro Argentinians: The Role of Culture, Arts, and Cultural Policies

Abstract

In Argentina, the second country of a subcontinent that received some 12 million enslaved Africans, those political elites aligned with the construction of a westernized and racially white Nation have successfully implemented the myth of the disappearance of Afro descendants. This chapter addresses how Argentina’s political elite shaped the hegemonic narratives about national identity in Argentina, specifically in relation to its Afro component and heritages. It seeks to understand the role of culture and the arts in this process of construction of a racist common sense. At the same time, I analyze Afro Argentinians’ use of their artistic practices in the framework of their political struggles for equality and respect for their differences. Culture and the arts have accompanied the invisibilization of Afro Argentinean people in Argentina, but they also constitute an arena from which they work to promote their own political empowerment. From this perspective, I will describe the impact of the cultural diversity agenda on contemporary cultural public policies to evaluate which transformations are taking place within the State as a result of the contemporary emergence of the Afrodiasporic issue. In sum, this chapter seeks to address the question on how cultural policies have historically accompanied the minoritisation of the Afro-Argentine population, as well as how recently the Argentinian State has begun to recognise the value of the cultural practices and values of Afro-descendants as part of the national identity.
