Classification of Factors Affecting the Development of Rural Areas

Abstract

The current socio-economic situation in Russia in rural areas is characterized by accumulated problems that hinder its transition to sustainable development. Low-quality living environment, limited opportunities for work in rural areas, lower (in comparison with urban) income levels have a significant impact on the processes of labor outflow and depopulation of villages, and as a result - on the growth of socio-economic imbalances in rural areas and the emergence of depressed rural areas, where many economic, social and environmental problems are increasingly aggravated, lead to general instability of the Russian economy. In this regard, the rural development to a qualitatively new level is one of the most important state tasks, and the sustainable development of rural areas is one of the main goals of the modern state agrarian policy.

The article is devoted to the assessment of factors influencing the sustainable development of rural areas. Based on the analysis of domestic and foreign literature on the problem of research, as well as taking into account the trends in the functioning of the national economy, the author’s classification of factors affecting the level of development of rural areas is presented. Within the framework of the proposed classification, special attention is paid to infrastructure factors – the level of provision of the rural population with telecommunications services, which, according to the authors, has a significant impact on the quality of life of the rural population.
