Abstract

In this chapter, EU policy on education and training is examined in the framework of the EU2020 Strategy, as well as in the context of the interconnection between policy tools and the political content of the EU education policy with the transformations in the labor market and the financial crisis repercussions. A depiction of the state of play concerning education, training, and lifelong learning is attempted both in relation to employment in Europe and a critical overview of the aforementioned EU Strategy. The emblematic importance of the EU2020 Strategy framework for education and training becomes obvious as it has been pursuing, right from its beginning, the objectives of the reduction of youth unemployment and the development of related skills and qualifications through VET and lifelong learning, as well as the alleviation of socio-economic inequality, which increased during the financial crisis and remains visible and pervasive.

    In December 2018, the youth unemployment rate in the EU28 was 14.9% (men: 15.5%, women: 14.1%—see Eurostat, 2019), namely scaled back by 4.8% since September 2015 (19.7%) (see Eurostat, 2016a). The decrease of youth unemployment, especially comparing to its historical high in April 2013 (23.8%—see Εurostat, 2014), even relieving, cannot hold back the increasing asymmetries among the Member States.
