Antarctica’s Crisis of Consensus: May to October 1989

Abstract

In May 1989, the Australian government decided that it would not sign the Antarctic minerals convention but would pursue a mining ban in an Antarctic wilderness reserve. Australia had therefore reneged on the consensus on the minerals convention that had been achieved. This chapter covers the period from May to October 1989 when the shock and anger at Australia’s decision was revealed by its Treaty partners. France, however, was sympathetic and agreed with Australia to establish a joint working group on the environment. Collaboration was strengthened by the close personal connections between the Australian and French Prime Ministers. The challenges were substantial as, by mid-year, fourteen states had already signed the minerals convention, and even France had still not made a firm decision on signature. The initiation of a diplomatic campaign is covered, including efforts to convince other Parties to support a change of direction and agree to a Special Treaty meeting in the following year to explore the alternatives. The result was the breaking of once-strong bonds between traditional allies in the lead up to the October 1989 Treaty meeting.
