Abstract
After having situated Cyprus, the legal framework of the right to social security is examined. The relevant constitutional provisions are mentioned, after which an overview of the social security legislation and structure is provided. Attention is also paid to the enforcement of constitutional and statutory rights. In a next part of the chapter, general data on the population and its composition are followed by a description of the personal scope of the social insurance and social assistance schemes. The administration of social security is dealt with as well as the topic of the coordination of the national social security schemes with foreign social security provisions.

The United Kingdom retained two Sovereign Base Areas on Cyprus: the base of Akrotiri and the base of Dhekelia.

In principle, the constitutional provisions establishing a presidential regime (with a Greek-Cypriot president and a Turkish-Cypriot vice-president), as well as all those provisions ensuring the bi-communal character of the state and the separation of powers are not open for revision. The constitution is to be amended by at least 2/3 of the representatives of each community. However, on the basis of the law of necessity, constitutional amendments were adopted by the Greek Cypriot representatives only, as the Turkish-Cypriots withdrew from Parliament (and Government).
