Abstract
In this chapter, human resources (HR) is explored through three different lenses: HR as a department, HR as capacity, and HR as learners. The distinction is important since the expectations for each role are different. Human resources as a department refers to the role of knowledge management and organizing training initiatives. Human resources as capacity refers to the need to determine what skills exist within the organization and how these skills are going to be leveraged for e-Learning. Human resources as learners considers the role that HR plays in understanding the employees who are going to be users of the system.
