Abstract
This chapter lays the foundation for the other chapters which describe the elements within the tool in more detail. It describes the structure and layout of the tool while establishing that e-Learning adoption affects the entire organization as a system. e-Learning readiness is affected by support systems which include the organizational environment, human resources, and technology. These support systems affect learner readiness and content selection. The design of the tool involved examining the initial purpose and eventual function of the tool which included many variables.
