Abstract
In the twenty-first century, the Ukrainian state has experienced a number of conflict situations. The most significant of these were the Revolution of Dignity (2013–2014) and the subsequent Russian annexation of part of the country and the establishment of two separatist quasi-states in parts of the Donetsk and Luhansk regions which radically changed the country’s political landscape and led to a number of reforms in public administration. In the first place, these changes concerned the status of central executive bodies and the civil service. The section describes the basis of public policy measures concerning the public administration domain implemented after 2014 and analyses their consequences and outcomes. It is shown that the initiated reforms are still far from complete and their future is quite uncertain due to the change of political leadership in 2019. The continuing conflict represents one of the factors slowing down the development of the Ukrainian public administration system.
