Abstract

European indicators have been tailored to monitor the supposed free rider problem of European project and have concentrated on public finance stability at an aggregate level. A maturing Union should now turn towards two aspects of its sustainability. The first one is the internal stability and the need to avoid the collapse of the Union under social and political pressures. The second one is the necessity to stay inside the limits of the planet as defined, for instance, by Rockström et al. (Ecology and Society, 14, p. 32, 2009). Beyond aggregate indicators of public finance stability, a broader set of indicators, broken down at the very fine granularity in both the individual and time dimensions, have to be built. But more than indicators, what is needed is a strong analysis of causalities to help to conduct the public policies for the age of constraints we are in.
