Risk Impact Assessment and Prioritization in Multimodal Freight Transportation Systems

Abstract

The major challenge in the development of multimodal freight transportation involves numerous uncertainties and inherent risks from the perspective of stakeholders. Risks are potential threats with impacting critical business operations. Nonetheless, identifying and evaluating risks are more difficult because of the uncertainties and subjectivities of relevant data. This study proposes an integration of fuzzy set theory with failure mode and effects analysis (FMEA) to model multimodal transportation risks quantitatively. The major aim of this study is to identify and prioritize quantitative risks associated with multimodal freight transportation. A qualitative expert-panel interview of operators of multimodal freight transportation in Thailand is conducted. The result helps identify, understand, and prioritize risks related to multimodal freight transportation and also raises user’s attention to the high priority risks. The process is useful for industries in minimizing the consequences of risks in multimodal freight transportation.
