Abstract

Armenia declared independence on September 23, 1991 and ratified the U.N. Convention on the Rights of the Child in 1993. Initially witnessing an increase in institutionalization of children, Armenia aggressively embarked in 2008 to promote the development of foster families for out of home care of children who cannot stay within their own family; a campaign referred to as “unloading orphanages”. Current concerns include tackling the persistent use of boarding schools for the disabled, Armenia has focused on developing community-based care and inclusive educational approaches. Promising practices include the reduction of juvenile crime and regional improvements for the support of mothers and young children.
