Abstract

This introduction highlights the right of the sovereign nation to safeguard its independence and its right to provide or revoke consent for international peacekeeping interventions. The post-World War II international system has accorded the United Nations the prime responsibility for the protection of international peace and security as enshrined in the UN Charter. The 1956 Suez War was the first serious test of non-enforcement international intervention in a military conflict, and The United Nations Emergency Force (UNEF) became the pioneering application of the post-War peacekeeping system. The issue of sovereignty versus international intervention arose during the initial negotiations between Egypt and the UN, and again during the termination of the force a decade later. The evaluation of UNEF is also better framed in conjunction with the analysis of the end of empire, decolonization, and national liberation struggles, as well as the role of Israel in its unfolding. This introductory overview sets the stage for the complex political and legal issues surrounding international peace intervention.
