Geopolitical Challenges and Cooperation in the European Energy Sector: The Case of SE Europe and the Western Balkan Six Initiative

Abstract

The Western Balkan Six (WB6) initiative is a complex regional scheme facing significant energy challenges. This chapter addresses the issue of energy growth and sustainability for the WB6 countries within the Energy Community. Recent changes in energy economics within the region will have long-term geopolitical consequences at the expense of several global actors. An upcoming reform of the Energy Community Treaty represents a golden opportunity to meet significant challenges with a unified approach and a sense of common purpose within the Western Balkan Six (WB6) Initiative countries. Any further reform initiatives should express the growing demand for transparent and accountable governance within the Energy Community. The chapter argues for the further strengthening of the existing dispute settlement mechanism by establishing a Tribunal, to enhance the current, rather ineffectual, administrative procedures.
