Abstract
Serbia’s integration into the European Union has been a complex two decade-long process, hampered by numerous political factors and characterized by variable levels of implementation of EU standards. An important aspect of this process is the adoption of the EU energy acquis communautaire, even without full EU membership prospects, as it is a requirement stemming primarily from the Energy Community Treaty concluded in 2005. This chapter focuses on the transition to electricity generation from renewable energy sources and analyses the varied level of harmonization and results achieved, mainly by looking into the existing, and ever-changing, legal framework. It contrasts the surface investment-friendly framework with the lack of consistent multi-year policy planning and widespread lack of legal certainty, which in turn prevents larger investments and development.
