Temporary Shelters and Health Services for Older Adults in Floods in the Metropolis of Monterrey

Abstract

This chapter shows a series of works that expose the affectations and vulnerability of people aged 60 and overdeveloped when facing natural disasters, such as hurricanes and floods, where their physical, economic dependence, and their environmental urban context is modified. In the face of various disasters, the physical suffering and economic needs of older people are affected to the point of facing recovery and reconstruction with their means, perceiving social and institutional abandonment to the disaster risk management (DRM). In 2012, a research was carried out in the metropolis of Monterrey on the elderly and their socioeconomic impact after a flood caused by Hurricane Alex in 2011, which included both quantitative and qualitative methodology. To achieve representativeness at the metropolis level of the elderly, the last 2010 population census was considered with official data on the population and its geographical distribution. A survey of 406 people aged 60 and over was applied in nine municipalities. Likewise, four semi-structured interviews were applied to a public officer of the DRM at the three older people who gave data on their perception of the action government for DRM. The data shows that DRM and environmental gerontology can contribute to the reflection of the use of hospitals and shelters before DRM, and how they affect the health of older people, in their daily lives and cope with the flood risk.
