Abstract
This chapter considers a broad sweep of international actors and their relations with states in the EU’s Southern Neighborhood. It analyzes USA, Chinese, Indian, Japanese and Gulf state foreign policy interests and engagement, and contextualizes these with other multilateral actors such as the International Monetary Fund (IMF) and African Union (AU) as well as oftentimes dominant role played by violent and nonviolent non-state actors, particularly in conflict zones. The chapter highlights and argues for a much more nuanced and joined up approach to the Southern Neighborhood, one which considers the full spectrum of overlapping foreign and security policies, energy interests, and persistent political and economic crises in parts of the Eastern Mediterranean, as well as a prominent role played by the Gulf states in many cases.
