Abstract
Quality measurement is a form of evaluation. It is fundamental for any attempt to improve the quality of health care. The goal of quality measurement is to discover the structures and processes of care that have a demonstrated relationship to health outcomes. This chapter will focus on concepts necessary for the practical application of measurement in quality improvement, including the different types of quality measures, how to construct a measurement, the timing of measurements, how to interpret quality measures, and the types of reports used to show measurement data. The chapter will also discuss how to measure the overall success of QI programs or projects as well as the challenges posed by the use of electronic health records to the collection and reporting of quality measures.
