Abstract

Chapter two will explore the unusual belief systems of sovereign citizens. Their belief system can be diverse and although there are differences between the behaviors and tactics of sovereign citizens, their core beliefs remain the same. A description of those common themes and core beliefs is presented below.

The label of “sovereign citizen” is given to persons who share specific core beliefs. Those who call themselves sovereign citizens do so without having been officially recognized by any government agency. There is no official licensing board or government certifying agency. Anyone can self-identify as a sovereign citizen but if they do not possess the core beliefs of a sovereign citizen, they would not be labeled as a sovereign citizen. Likewise, someone who denies being a sovereign citizen, would nonetheless be considered a sovereign citizen if they possessed the core beliefs of a sovereign citizen.
