Abstract
Chapter seven studies the constellations of actors dealing with policy coherence in France, the UK and Germany. The analysis demonstrates that international knowledge circulation has contributed to incremental institutional change at the national level. The analysis also shows that the institutional translation of the PCD idea differs across the three countries. It identifies the French Interministerial Committee for International Cooperation and Development and the German PCD Unit within the German Ministry for International Cooperation and Development as two forms of—centralized versus decentralized—corporative national policy entrepreneurs. The analysis demonstrates that variations in political priorities, instruments and modes of interaction can be traced back to pre-existing structural settings and policy environment.
