Abstract

Article 25 TFEU is a closing norm within a set of provisions (Part II of the TFEU ranging from Articles 18 to 25) that, up to a certain extent, necessarily have to remain open and incomplete as they concern a concept that is still in the making and which is of decisive importance for the future development of the Union and its resilience against new challenges. There is, therefore, a certain amount of tension between the different aspects of this norm.
