Abstract
According to the theory of digital inequality, although Internet technologies are developing rapidly, there are still some limitations that influence on the quality of access. Some of these limitations which we can take up as natural are the consequence of rash technology development. The others are artificial, obliged, or even imposed. The limitation that can influence on the level and quality of Internet coverage is often connected with motivation, aim, and outcome of its usage. Researchers are calling attention to the fact that so-called artificial limitation is mostly connected with the level and conditions of living, environment, cultural peculiarities, need in defense of societal norms, and so on. The next field investigates second-level digital inequality—the ways and depth of Internet using and level of digital literacy—while the third level deals with the opportunities to get remarkable results using the Internet.
