An indicative model of evaluation of the regional innovation system - “Innomobile”, which allows to diagnose a number of key characteristics of the innovative economy of the economy in a static and dynamic display, and the indicators used, unlike most of the existing techniques, are positioned at an average rate of sustainability and performance. The model is characterized by a combination of basic blocks, including scientific and educational, innovation and implementation, investment and business-demographic factors, which are transformed into a generalized value (GRP per capita).
