The Program of State Support of the Mortgage Lending Market as a Way Out of the Crisis

The work is devoted to the analysis of the mortgage lending market in the period of the crisis of 2015–2017, taking into account the program of state support. Based on the statistical data of 2008–2017, a statistical analysis of the mortgage lending market was carried out, both in Russia as a whole and in the context of the subjects of the Russian Federation. In this time period there are 3 phases of the development of the mortgage market: the post-crisis period, after the global mortgage crisis, the period of market growth (2010–2014), the crisis period of 2015, characterized by a sharp rise in mortgage rates and a decrease in mortgage lending, and the period of stabilization and reaching a new level in 2017, when large banks lowered the level of credit rates, making this product more affordable for the population. In the work statistical models of microeconometric analysis are constructed, which allow testing the hypothesis of the influence of government programs on the development of the mortgage lending market. In the course of this analysis, the main factors influencing the development of the mortgage lending market as a whole were identified, and a hypothesis was tested on the effectiveness of the state support program taking into account the regional factor and time factor.
