Abstract
This chapter evaluates the ongoing normalization processes within Japan. Political and military normalization are evaluated by presenting evidence that despite serious constitutional limitations, Japan has begun to pursue an active foreign policy that has been characterized by increased security cooperation with countries that have ongoing territorial disputes with China. Furthermore, Japan’s military is slowly moving out of its traditional support role under the United States–Japan alliance and has begun to acquire assets which allow it to project military power. The end of the chapter presents Japan’s South China Sea policy and concludes that Japan’s strategic competition with China, and concerns over the security of its sea lanes of communication has led it to embrace deeper economic and military cooperation with Vietnam and the Philippines.
