Abstract

Bosnia and Herzegovina (BiH) has a complex constitutional framework with a central government (the Institutions of Bosnia and Herzegovina), two regional entities with a high degree of autonomy (the Federation of Bosnia and Herzegovina, FBiH; and the Republika Srpska, RS) and a small district, Brcko.

The presidency is shared between three presidents on a rotating basis every eight months. Each president is elected by popular vote, with the Croat and Bosniak members directly elected from the FBiH and the Serb member directly elected from RS. The responsibilities of the presidency lie largely in international affairs and in executing law, although considerable power is devolved to the cabinet.
