Abstract
The president is both chief of state and head of the government. Cabinet is appointed by the president from among the members of the National Assembly. The vice president appointed by president. Multi-party politics was established by President Kaunda in 1991 with a new constitution that ended the UNIP monopoly of power, providing for more than one presidential candidate (who need not be from the UNIP) and increasing the size of the National Assembly. In 1996, President Chiluba forced through changes to the constitution, imposing a retroactive two-term limit on the presidency, which still applies. The constitution requires an election within 90 days from the day the office of president becomes vacant. The president is directly elected by an absolute majority popular vote and a run-off is held if no candidate wins outright.
