Abstract
Centred on the president who is both chief of state and head of government. Under the 1993 constitution, the president has the capacity to rule by decree. The president is directly elected and responsible for cabinet appointments (Council of Ministers). A run-off vote is required if the leading candidate fails to get over 50% in the first round. The cabinet has 10 members including the president.
