Abstract
Under the constitution, power is concentrated around the prime minister and cabinet, with the Senate acting primarily as a review body. Queen Elizabeth II remains chief of state, while the prime minister is head of the government. Although the governor general provides assent to legislation, for and on behalf of the monarch who is executive, this is essentially a formality. The governor general appoints the prime minister, usually from the ruling party.
