Abstract
The President as chief of state and head of government enjoys significant power, with the ability to make law and veto bills passed by the legislature, except when a bill is ‘urgent’. The President is elected by popular vote, co-running with the Vice President on the same ticket, and requires over 50% of the vote in the first round to avoid a second round. The President appoints the cabinet (Council of State) and only half of its members must be drawn from the legislature.
