Abstract

In this chapter I show how the effort of the international community to establish institutions that would serve their objectives ran against the vital interests of the Albanian élites. The mandate of the international administration was set to achieve the political objectives of the great powers. The mandate given to the international administration was based on a project that intentionally ignored the security synthesis of the people of Kosova, Serbs and Albanians alike. These ethnies, and their élites, expected the international administration to take their side unconditionally and without any support for the other side. The Serbs were calling on the UNSC Resolution 1244. The Albanian politicians were relying on the strength of the support by their nation.
