Abstract

The terms of “public investment” and “public services” are being harshly debated in scientific forums with respect to its connotation and denotation to implement the legal provisions of the Vietnam Law on Public Investment 2014 into social life and economic development. In order to take proper steps in policy intervention and state management of public investment in agricultural sector, a typical case study of Hanois agriculture is indeed needed. Research results show that: (i) market access directly and positively has impacts on Agricultural development in Hanoi City (0.096); (ii) research and development (0,117) and production and processing (−0.047) have direct and negative impacts on Agricultural development in Hanoi City.
